The short answer
Corporate venture building in Saudi Arabia means using a large company’s assets, such as customers, data, distribution and industry knowledge, to create new businesses outside its core. The market is ready: Saudi Arabia led the Middle East in venture funding and deal count in 2025. The practical first steps are to pick one strategic challenge, choose an operating model, set decision rights and funding rules, and pick a legal vehicle for the new venture.
What is corporate venture building?
Corporate venture building is the practice of creating new companies from inside an established organization. Unlike a one-off innovation project, it uses a repeatable method: find an opportunity linked to the corporate’s assets, test demand cheaply, build the product with a dedicated team, then launch it as a business unit, a joint venture or an independent company.
BCG describes the approach as taking a corporate asset, such as customer data or distribution channels, and turning it into adjacent opportunities or new lines of business. It differs from corporate venture capital, which invests in outside startups, and from an accelerator, which supports startups that are already formed. For a direct comparison, see corporate venture building vs corporate venture capital and venture studio vs accelerator.
Why Saudi Arabia is a strong market for corporate venture building
Three conditions make Saudi Arabia a natural place to build ventures from corporate assets: large corporates with deep customer bases, an investor market that grew sharply, and a legal framework that now suits start-up structures.
Table 1. Saudi venture market snapshot. Sources count deals differently, so compare the direction of change, not the exact totals.
Two points matter for corporate planners. First, funding moves from year to year, so a venture program should be planned on a three to five year view, not on one year’s headline. Second, the number of deals and the share of corporate investors show that the ecosystem now has buyers, co-investors and partners for ventures a corporate creates.
Who is already doing it in Saudi Arabia
Several Saudi organizations already run venture-building or corporate-backed venture platforms. The list below is not complete, but it shows the range of models.
Table 2. Examples of corporate venture activity. Sources: Sharikat Mubasher, 3 June 2026 and 15 September 2025.
The same sources point to the common risks: culture clash between startup methods and corporate governance, difficulty hiring entrepreneurs who want autonomy, unrealistic expectations of early profit, and slow approvals that stop teams from launching quickly. A plan that does not deal with these four points will struggle regardless of the market.
Four operating models for a Saudi corporate
Table 3. Most large corporates end up with a hybrid once they have built two or three ventures.
Where to start: six steps
- Choose one strategic challenge. Start from a problem the board cares about, for example a threatened revenue line or an unserved customer group. A clear challenge keeps the portfolio focused and makes later gate decisions easier.
- Map the assets you can use. List customer relationships, data, distribution, brand, licenses, facilities and expertise. The best ventures come from assets competitors cannot copy.
- Pick the operating model. Use Table 3. If you have no internal venture team today, a builder partner is usually faster than hiring one.
- Set decision rights and funding rules. Name who approves each phase, how much money is released at each gate, and what evidence unlocks it. Use go, conditional go or stop decisions with criteria agreed in advance; our go no go decision templateshows how.
- Choose the legal vehicle early. Saudi Arabia’s Companies Law, in force since 19 January 2023, introduced the Simplified Joint Stock Company, which has no minimum capital, can be formed by one or several founders and allows several share classes. A traditional joint stock company needs at least SAR 500,000. The right vehicle depends on whether the venture will take outside investors, so take legal advice before you incorporate.
- Staff the team and plan the first 90 days. McKinsey found product and design roles are the biggest hiring gap for companies building ventures, followed by commercial and data roles. Plan for these first.

What it costs and what success looks like
Corporate venture building does not need to be expensive at the start. Global Venturing reports that 65% of corporate venture building programs intend to spend less than $1 million supporting each internal venture over its lifetime, though hardware-heavy sectors cost more. The same source notes that only about a quarter of ventures spin out as independent companies; many are absorbed into the parent.
The McKinsey Global Survey of October 2024 gives a sense of the stakes. About two-thirds of CEOs expected to build new ventures in the following year, and half ranked venture building among their top three strategic priorities. Companies that put about 20% of their growth capital into new ventures grew revenue two percentage points faster than those that did not, and expert venture builders had twice the success rate of novices. These are global figures, not Saudi-specific, and they come from survey responses, so use them as direction rather than a forecast.

Frequently Asked Questions
What is corporate venture building?
Corporate venture building is the practice of creating new businesses from within an established company, using its customers, data, distribution and expertise. A repeatable process is used to test demand, build the product and launch the venture as a business unit, joint venture or independent company.
Is corporate venture building common in Saudi Arabia?
It is growing. Saudi Arabia was the most active venture market in the Middle East in 2025, with $1.72 billion raised across 257 deals according to MAGNiTT, and corporate VCs made up 30% of unique investors in 2024. Large organizations including Aramco, Sanabil and Elm run venture platforms or internal innovation programs.
What is the difference between corporate venture building and corporate venture capital?
Corporate venture building creates new businesses from the corporate’s own assets, while corporate venture capital invests in startups that already exist outside the company. Many corporates use both under one governance structure.
How much does corporate venture building cost?
Global Venturing reports that 65% of corporate venture building programs plan to spend less than $1 million per venture over its lifetime, although hardware-heavy sectors cost more. The cost depends on sector, team size and how many ventures run in parallel.
Which legal structure can a Saudi corporate use for a new venture?
Since 19 January 2023, Saudi law allows the Simplified Joint Stock Company, which has no minimum capital and allows several share classes. A traditional joint stock company needs at least SAR 500,000. Take legal advice before choosing, as the right structure depends on investors and ownership.
How long does it take to launch a first venture?
The timeline depends on approval speed and the venture type. A practical first milestone is a first gate review within about ten weeks, using customer interviews and demand tests on a shortlist of opportunities, followed by a design and funding plan for the best one.
